SGK (Sosyal Guvenlik Kurumu) is Turkey's public health insurance system, formally called Genel Saglik Sigortasi (General Health Insurance). It's meaningfully cheaper than private insurance long-term, but you can't access it immediately.
Step 1: Confirm you meet the eligibility rule
To voluntarily enroll, you must have lived in Turkey legally and without interruption, under a valid residence permit, for a minimum of one full year. This is why your first year of residency requires private health insurance instead — SGK simply isn't an option yet.
*Exception: if you're employed by a Turkish company holding a valid work permit, your employer enrolls you in SGK automatically from day one — the 1-year rule doesn't apply to employees.*
Step 2: Find your local SGK office
Every province and district has a Sosyal Guvenlik Merkezi. Find yours at sgk.gov.tr or by calling the national helpline, ALO 170.
Step 3: Gather your documents
- Passport
- Your residence permit (ikamet)
- Your Turkish tax number
- Proof of address issued by the local Nufus office
Step 4: Attend in person and complete a health assessment
You'll fill in an application form, undergo a medical assessment by an approved doctor, and choose your primary care provider (aile hekimi — family doctor).
Step 5: Know the cost
Voluntary SGK premiums are calculated as a percentage of the minimum wage, updated annually. As of 2026, expect roughly 1,500 to 2,500 TL per month — confirm the current figure directly with your SGK office, since it changes with the minimum wage.
Step 6: Register your family doctor online
Once enrolled, you can manage your family doctor selection through enabiz.gov.tr or the e-Devlet national portal — look for the 'Aile hekimimi degistir' (change my family doctor) option.
