Step 1: Know your timeline
Foreign driver's licenses are valid for the first 6 months after you receive a Turkish residence permit. After that window, driving on a foreign license becomes legally risky and can void your insurance in an accident.
Step 2: Check if your country has a direct exchange agreement with Turkey
If your license was issued by a country on Turkey's recognized exchange list, you can convert it without sitting any written or practical exam. If your country isn't on that list, you'll need the full licensing process instead (Step 4).
Step 3: For direct exchange — gather your documents and visit Nufus Mudurlugu
- A valid Turkish residence permit
- A notarized translation of your foreign driver's license
- A valid passport, with a copy
- A medical certificate confirming fitness to drive
Submit these at your local Nufus Mudurlugu (Population and Citizenship Directorate) in the district where your address is registered. Direct exchange without exams typically takes 1-3 weeks.
Step 4: For non-exchange countries — the full Turkish licensing process
- Register with a certified driving school (surucu kursu)
- Complete at least 34 hours of classroom theory instruction
- Complete 14 hours of practical driving lessons
- Pass the written theory exam (50 multiple-choice questions on traffic law, vehicle mechanics, and first aid) — minimum passing score around 70/100
- Pass the practical road test with an examiner
- Submit your health report, biometric photos, and criminal record alongside your application

Step 5: Collect your license
Once approved, you'll be called for an appointment at the Nufus Dairesi to collect your physical license and have your fingerprints taken. A Turkish driver's license is valid for 10 years.
