Pakistani Citizens: Turkey Visa, Housing & Cost of Living Guide

A. Visa Categories & Eligibility
- Official Passport Holders: Citizens holding official Pakistani passports (diplomatic, service, special, and official) are exempt from visa requirements for stays up to 90 days.
- Ordinary Passports — Conditional Online e-Visa: Ordinary passport holders are required to obtain a visa. You can get a 30-day single-entry e-Visa online at www.evisa.gov.tr provided you hold a valid (unexpired) visa or residence permit from a Schengen member state, the USA, UK, or Ireland at the time of entry. e-Visas or residence permits from other countries (such as the UAE or Singapore) do not qualify as supporting documents.
- Ordinary Passports — Consular Sticker Visa: If you don't hold a valid Schengen, US, UK, or Ireland visa or residence permit, you must apply for a regular Sticker Visa through a Turkish diplomatic mission or authorized visa center before traveling.
- Airport Transit (e-ATV): Pakistani citizens transiting through Istanbul Airport (IST) onward to Mexico, Panama, Colombia, or Venezuela need a free Electronic Airport Transit Visa (e-ATV), obtained online at evisa.gov.tr.
B. Baseline Entry Prerequisites
- Passport validity: Valid for at least 60 days beyond the total duration of stay granted by your visa or e-Visa.
- Allowed scope: Tourist visas and e-Visas permit visits strictly for tourism or commercial/business trips — they don't confer the right to work for a Turkish employer.
Transitioning to Long-Term Residency: Residence Permits (e-İkamet)
If you plan to stay in Türkiye longer than your entry visa allowance, you'll need a formal Short-Term Residence Permit (e-İkamet). Applications go through the official government portal at e-ikamet.goc.gov.tr, and booking an appointment is 100% free.
Document checklist:
- Signed Residence Permit Application Form
- Passport original plus photocopies of the bio-data and entry-stamp pages
- 2 to 4 recent biometric photographs (white background, ICAO compliant)
- Valid health insurance — an approved private policy or a Social Security Institution (SGK) provision document
- Address Registration Document (Yerleşim Yeri Belgesi) via e-Devlet, plus a utility bill or notarized lease contract
- Criminal Record Certificate (Adli Sicil Kaydı) from both Turkish and home-country authorities (apostilled/consular-approved, with a notarized Turkish translation)
- Proof of sufficient financial means — continuous monthly income (see Cost of Living below for the current threshold)
A note on UETS: the National Electronic Notification Address (UETS) certificate from a PTT post office is not required for your first application. Per the Directorate General of Migration Management's own guidance, it only becomes mandatory when you apply to renew or extend your permit.
Work restriction: a residence permit grants legal residence, not the right to work. Employment with a Turkish employer requires a separate Work Permit (Çalışma İzni).

- Renting an apartment: rental contracts in major cities require address registration (Yerleşim Yeri) on e-Devlet. Certain high-density neighborhoods (kapalı mahalleler) are closed to new foreign residence registrations.
- Property Residence threshold: to qualify for a Property Residence Permit (Taşınmaz İkameti) via real estate ownership, the purchased residential property needs an appraisal valuation (Ekspertiz Raporu) of at least $200,000 USD.
- Property insurance obligations: owners must hold mandatory DASK earthquake insurance by law to register title deeds (TAPU) or connect utilities. DASK strictly covers basic structural damage from earthquakes — tenants and owners are strongly advised to also take out voluntary Contents Insurance (Eşya Sigortası) to protect furniture, electronics, and valuables against theft, fire, or water damage.
Yaşam Maliyeti
- Monthly financial baseline: for 2026, migration authorities require residence applicants to demonstrate regular personal income of at least 1.5× the net minimum wage for a single applicant (roughly 42,100 TRY/month), plus 1.0× the net minimum wage (roughly 28,000 TRY/month) for each additional dependent family member. This is higher than the older "minimum wage + 1/3 per dependent" figure still floating around online — confirm the current number before you apply, since the minimum wage is revised each year.
- Remote workers & freelancers: Pakistani contractors, freelancers, or remote professionals serving non-resident foreign clients from Türkiye can register a sole proprietorship (Şahıs Şirketi) and claim a 100% Service Export Tax Deduction under Income Tax Law Article 89/13 — resulting in 0% personal income tax on qualifying foreign service-export earnings, alongside mandatory self-employed Bağ-Kur social security contributions of roughly 11,800 TRY/month.
